He claimed that he was fluent in English but I find that hard to believe. As the first video product he sent me did not match the requirements set forth that we had discussed. He also took right up to the deadline of the 10 days to send it to me, not asking any follow up questions as to whether the product I was asking for was going in the right direction. He then waited 4 days till I asked for a followup. I ended up having to do 90% of the work involved with it.
